Σε υποχρεωτικές μεταθέσεις-εξπρές, προσωπικού από δήμο σε δήμο, προσανατολίζεται η κυβέρνηση μετά την αποτυχία –όπως όλα δείχνουν- της ενδοδημοτικής κινητικότητας, η οποία λήγει στις 29 Αυγούστου.

Σύμφωνα με εκτιμήσεις κυβερνητικών στελεχών ο στόχος της ενδοδημοτικής κινητικότητας που αφορά την εθελοντική μετακίνηση 2.000 υπαλλήλων δεν φαίνεται δυνατό να επιτευχθεί παρά το γεγονός ότι έχει δοθεί τρίτη παράταση για την ολοκλήρωση της διαδικασίας μέχρι τα τέλη Αυγούστου και παρά το κίνητρο για τους μετακινούμενους υπαλλήλους, ότι θα εξαιρεθούν στο μέλλον από ένταξη σε καθεστώς διαθεσιμότητας και απόλυσης, όπως προβλέπει ο νόμος.
