Εγκύκλιο σχετικά με τους εκλογείς που δικαιολογούνται να μην ψηφίσουν στις 25 Ιανουαρίου εξέδωσε το υπουργείο Εσωτερικών, καθώς η ψήφος είναι υποχρεωτική.

Πρόκειται για όσους έχουν υπερβεί το εβδομηκοστό έτος της ηλικίας τους, όσους θα βρίσκονται κατά την ημέρα της ψηφοφορίας στο εξωτερικό και όσους έχουν εγγραφεί στους ειδικούς εκλογικούς καταλόγους ετεροδημοτών, αλλά δεν θα μπορέσουν να ψηφίσουν λόγω της μη συμπλήρωσης του αριθμού των 40 τουλάχιστον, ετεροδημοτών εκλογέων στην ίδια εκλογική περιφέρεια.

Επίσης, δικαιολογείται να μην ψηφίσουν υπάλληλοι του Δημοσίου, ΝΠΔΔ, νοσηλευτικών ιδρυμάτων, οργανισμών και επιχειρήσεων κοινής ωφελείας κ.ά. λόγω σοβαρής υπηρεσιακής ανάγκης και όσοι δεν μπορούν να μεταβούν στον τόπο άσκησης του εκλογικού τους δικαιώματος για λόγους υγείας.
